§ 1520A. RESTRICTIONS ON USE OF HUMAN SUBJECTS FOR TESTING OF CHEMICAL OR BIOLOGICAL AGENTS
(a) Prohibited activities
The Secretary of Defense may not conduct (directly or by contract)—
(b) Exceptions
Subject to subsections (c), (d), and (e) of this section, the prohibition in subsection (a) of this section does not apply to a test or experiment carried out for any of the following purposes:
(1) Any peaceful purpose that is related to a medical, therapeutic, pharmaceutical, agricultural, industrial, or research activity.
(2) Any purpose that is directly related to protection against toxic chemicals or biological weapons and agents.
Granted it demands permission but perhaps they'll attach the permission slip to a Starbucks gift card or something, or make it part of a jobs or benefits application, who knows. oh, wait, hehe...your consent is assumed in this situation, part of keeping us safe and knowing what's best.

In the Emergency Preparedness Act, if the Secretary of Health and Human Services declares an outbreak of, whatever, as an emergency, and countermeasures (i.e. medicines, vaccines) are issued, the drug companies/manufacturers are excused from ALL LIABILITY.
It's just....a little creepy, ya know?!?!
